Mykolaiv has spent more than ₴3.5 million on its public warning system over the past four years

Photo: Kirill Vitvitsky, NikVestiOver the past four years, Mykolaiv has allocated more than 3.5 million hryvnias from the city budget towards the modernisation, refurbishment and maintenance of the local centralised warning system. During this time, new sirens have been installed in the city, equipment has been upgraded and work has begun on refurbishing the system.

Following the start of the full-scale invasion, 29 new S-40 electric sirens, eight signal and loudspeaker devices and one alert control module—which operates via the Ukrainian Radio network—were installed in Mykolaiv. In addition, 69 automatic control units for the electric sirens were modernised, enabling them to be activated via the «Air Raid Alert» app.
At the same time, only 73,700 hryvnias from the local authority’s budget were spent directly on the purchase and installation of new equipment during this period — these funds had been allocated back in 2022. No new equipment was purchased in subsequent years.
Instead, in 2025, the city began the reconstruction of the local automated centralised warning system. 2.2 million hryvnias were allocated from the budget for this work.
Separately, the city funds the system’s maintenance annually.

- in 2023 — 183.6 thousand hryvnias
- in 2024 — 201.4 thousand hryvnias
- in 2025 — 220.5 thousand hryvnias
- by 1 May 2026 — a further 68.9 thousand hryvnias.
In addition, the Mykolaiv municipality’s budget for 2026 allocates 243,500 hryvnias for the operational and technical maintenance of the system and 420,000 hryvnias for the continuation of its refurbishment.
The city council notes that the Department for Emergency Situations and Civil Protection is responsible for the maintenance and operation of the local automated centralised warning system.
According to the city council, the system is in working order and ensures that civil defence alerts are delivered to the city’s residents in a timely manner.
It should be noted that in the Mykolaiv region, the number of air-raid sirens has increased by more than a third since the start of the full-scale war. During this period, 118 additional sirens have been installed in 90 settlements.
