The damaged historic Admiralty building in Mykolaiv — «hostage» to the «debtor» factory: there is no money for its preservation

The administrative building of the Mykolaiv Shipyard, which was damaged by Russian shelling, still cannot be mothballed — there is no funding for this work.
This was discussed during a staff meeting on 6 July, according to NikVesti.
Mayor Oleksandr Sienkevych recalled that the city had previously appealed to ‘Ukroboronprom’ and the Ministry of Culture to resolve the issue of the destroyed architectural monument of local significance — the shipyard’s administrative building.
«We were supposed to approach «Ukroboronprom» together with you. What is the latest information?» the mayor asked.
Mykolaiv has now received a reply stating that the Mykolaiv Shipyard is responsible for this building; however, the shipyard is currently in debt and lacks the funds to carry out conservation work, said Yurii Liubarov, head of the Department of Culture and Cultural Heritage Protection.
«At the moment, our only option is to approach foreign investors and foundations. This is because the response we have received from the Cabinet of Ministers, the Ministry of Culture and the Ministry of Defence is that the shipyard itself is responsible for this building, but it is in debt and has no funds. Some work has been carried out, but it is not enough to fully preserve the building. Foreign funds could support the preservation of such sites,» said Yurii Liubarov.
Oleksandr Sienkevych asked what role the city would play in the process of seeking international funding, given that the building is state-owned.
«But we won’t be able to take part in this process, as we aren’t even a third party. How on earth are we supposed to do this?» asked the mayor.
In response, Yurii Liubarov suggested that the city act as an intermediary between the state-owned enterprise and potential donors.
«We can only build bridges between the state-owned enterprise and foreign donors,» he said.
It should be recalled that the administrative building of the Mykolaiv Shipyard was damaged as a result of the shelling of Mykolaiv on 27 April 2023. At that time, Russia fired four «Kalibr» missiles at Mykolaiv, launching them from the Black Sea, according to Vitalii Kim, head of the regional military administration.
Olena Kozubovska, a journalist with NikVesti, found herself trapped under the rubble after a Russian missile struck a five-storey building in the centre of Mykolaiv, destroying it. She sustained injuries to her hands.
Following this, Ukrainian President Volodymyr Zelenskyy commented on the night-time shelling of Mykolaiv with «Kalibr» missiles by Russian forces.
