There was only enough money for the plans: Mykolaiv is looking for a contractor to draw up a project for the reconstruction of Secondary School №48

Four years after the Russian shelling, no reconstruction plan has yet been drawn up for Lyceum №48 in Mykolaiv. Part of the documentation was funded by donors, but due to a lack of funds, work came to a halt at the initial stage. The city authorities hope to complete the project with the support of international partners.

This is discussed in the article by NikVesti entitled ««The School of the Future» without funds or deadlines: what is happening with the reconstruction of Lyceum №48 in Mykolaiv».

The development of the reconstruction project for Gymnasium №48 did not begin with funds from the city budget.

The recipient of donations is the NGO “Mykolaiv Media Hub” (EDRPOU 45160758). Part of the work was funded by the «Svitanok» Foundation, which raised charitable donations to develop the documentation. It was thanks to this that the city received the first set of design solutions.

«We were given the initial design of this project as charitable aid using non-budgetary funds. They estimated the cost of this work at around 50,000 dollars — they completed it and handed over the design documentation to us,» says Oleksii Savchuk, Director of the Capital Construction Department.

However, it was not possible to complete the project with these funds.

«They were limited in funds and did not develop the project documentation in full. It has already been handed over to us via the municipal property department,» explained the official.

At present, only the visual part has been developed, Deputy Mayor Serhii Korenev told NikVesti.

«Given that they did not raise the full amount of money, the process stalled at the initial stage. The design part — the visual aspect — has been developed. The architect began working on the main part, but given that there was insufficient funding, he stopped,» said the deputy mayor.

The city expects to receive funding for the project’s development from German partners. Currently, the City Council’s Department of Economy has submitted Gymnasium №48 to the project run by Dornier Consulting International.

«We very often raise issues concerning all schools. And this does not directly concern any one school in particular. As for donors, most are aware of the situation. For example, UNOPS, UNDP, DRC — I am naming the largest ones now. From our most recent discussions, we have a project being implemented by Dornier. It aims to strengthen communities’ capacity in public investment reform. And there is this organisation, Dornier Consulting International. The Department of Economic Development submitted Gymnasium No. 48 specifically for inclusion in the project selection process,» said Deputy Mayor Serhii Korenev.

Gymnasium №48 in Mykolaiv was once the largest school in the Korabelnyi district, attended by around a thousand children. But in the summer of 2022, part of the school was destroyed by three missile strikes. The initial plan was to mothball it until the end of the war, but then some of the damaged buildings were demolished.

It later emerged that the architectural concept for the restoration of School №48, destroyed by Russian shelling, would be developed by the Svitanok Charitable Foundation.

The reconstruction of School №48 has also been included in Mykolaiv’s economic and social development programme for 2024–2026.
