The City Council’s Department of Housing and Communal Services is seeking an investor to carry out the redevelopment of Mykolaiv’s Peremohy Park. The cost of this work is currently estimated at 22.2 million hryvnias.
The relevant project has been published on the DREAM state system website, NikVesti reports.
The funds are intended to cover the development of design and cost estimate documentation, as well as the removal of hazardous and self-sown trees within the construction zone.
According to the project description, the aim is to create barrier-free access for people with reduced mobility in the park. To this end, the project includes the repair of kerbs, the installation of a ramp and the refurbishment of the steps.
In addition, there are plans to install solar-powered autonomous lighting in the park. This involves the purchase and installation of lighting equipment for the steps and ramp.
The largest share of the costs, it is noted, is accounted for by construction work — this has been provisionally estimated at 21.4 million hryvnias. A further 812,000 hryvnias is planned to be spent on the development of project documentation and 54,000 hryvnias on expert assessments.
Recently, Mykolaiv businessman Yurii Klymenko, director of the company «Tribotechnika», suggested that the city authorities should consider the possibility of leasing or granting a concession for Peremohy Park so that businesses could develop a modern leisure space there.
Peremohy Park in Mykolaiv
Back in 2021, the city council’s energy department had planned to undertake the reconstruction of Peremohy Park. The first step was to develop project documentation with the aim of finding investors for the park’s reconstruction.
And Mayor Oleksandr Sienkevych stated at the time that Peremohy Park could be granted as a concession to an investor who would carry out the renovation, install children’s attractions and build restaurants there.
City councillor and chair of the «European Solidarity» faction, Olena Kiseliova, expressed concerns that bringing in an investor would lead to the sale of the park or part of it.
Peremoha Park had already been in private hands for around 10 years. In 2004, it was leased for 49 years to the company «Tsunami-Pivden», whose owner and founder at the time was Viacheslav Nedbai. In February 2015, the Commercial Court of Mykolaiv Region upheld a claim by the Mykolaiv Inter-district Prosecutor for the Supervision of Compliance with Environmental Laws to terminate the lease agreement for the entire property complex — the 27-hectare Peremohy Culture and Recreation Park, with a regulatory monetary valuation of over 48 million hryvnias.
It should be noted that the Mykolaiv authorities had already spoken of plans to reconstruct Peremohy Park back in 2018. At that time, the acting mayor and city council secretary, Tetiana Kazakova, held an on-site meeting in Peremohy Park, attended by officials and members of the public, dedicated to the reconstruction of this green space. In March 2018, it was reported that within two weeks, residents of Mykolaiv would be presented with sketches and plans for the future reconstruction of Peremohy Park.
