In 2025, Ihor Holovatyi, director of the municipal enterprise DEZ «Pilot», declared 1,192,183 hryvnias in salary and over 40,000 dollars in cash savings.

This is evidenced by the official’s 2025 declaration, published in the NACP’s Unified Register of Declarations.

On average, Ihor Holovatyi’s monthly salary in 2025 amounted to approximately 99,300 hryvnias. By comparison, in 2024 he received around 77,000 hryvnias per month, having declared 924,284 hryvnias in salary that year.

In addition to his main income, in 2025 the official declared 644 hryvnias in bank cashback from PrivatBank and 3,223 hryvnias under the «National Cashback» programme.

In terms of property, Ihor Holovatyi declared a 53.1-square-metre flat, purchased in 2012 for 253,400 hryvnias. He also owns a 2018 Honda Civic, which he purchased at the end of 2018 for 607,166 hryvnias. Compared to the previous year, the official’s property and car have not changed.

In his 2025 declaration, the official also listed cash savings of 30,000 US dollars and 15,000 euros (approximately 17,400 dollars). By comparison, his 2024 declaration listed only 30,000 dollars in cash.

It was previously reported that the budget committee of Mykolaiv City Council had supported a draft resolution to increase the authorised capital of the municipal enterprise «DEZ «Pilot»».

In Mykolaiv, the number of complaints regarding the condition of playgrounds is rising. At the same time, the municipal enterprise «DEZ «Pilot»» states that due to a lack of funds, it is unable to replace or install new components.

Complaints from residents about neglected playgrounds

In the Korabelnyi district, on Okeanivska Street, 32–34, there is a children’s playground in need of repair. Local residents describe it as abandoned, as it has not been maintained for a long time and rubbish has not been cleared from the site.

It should be noted that residents of Mykolaiv are complaining about overgrown grass in the areas around their homes and on playgrounds in various parts of the city. Residents are asking the municipal services to mow the weeds, clear the rubbish and tidy up the courtyards.

It was also reported that there are many nine-storey blocks around the playground at 20 Kolodiazna Street. That is why people from the surrounding estates come there to walk with their children. But, as locals have said, the playground has been in a poor state for a long time: the paint had faded, the benches were broken, the maze was covered in graffiti, and the boards had sharp, broken edges.

The playground has now been refurbished.

In just one day, the Contact Centre at Mykolaiv City Council received three complaints regarding the poor condition of playgrounds. Specifically, these concern the playground in Yunist Park, as well as those on Robocha Street, 5, and Pryvilna Street, 39.

In turn, Mayor Oleksandr Sienkevych reported that he had taken note of the large number of complaints received by the contact centre regarding the condition of playgrounds.
