The police have opened an investigation into the failure of members of the water utility’s supervisory board to submit their declarations

In Mykolaiv, a criminal investigation is underway into the failure of members of the Supervisory Board of the municipal utility «Mykolaivvodokanal» to submit declarations.

This was reported to NikVesti by sources within law enforcement agencies.

The criminal proceedings were registered in May 2026 on the grounds of an offence under Article 366-3 of the Criminal Code of Ukraine — failure to submit a declaration by a person authorised to perform the functions of the state or local self-government. The complainant in the proceedings is Ihor Bloshko, who works at the municipal enterprise «Mykolaivvodokanal» as an anti-corruption officer.

The Mykolaiv Regional Prosecutor’s Office confirmed to NikVesti that the investigation is examining compliance with anti-corruption legislation by certain members of the company’s Supervisory Board.

It should be noted that the list of members of the supervisory board includes:

• Hanna Montavon, founder and director of Mykolaiv Water Hub, a lawyer with international experience.
• Bjørn Kaare Jensen, a European expert in water management with nearly 40 years of professional and executive experience.
• Serhii Shklyar, Doctor of Law, specialist in international law (Institute of International Relations, Taras Shevchenko National University of Kyiv) and corporate economics.
• Andrii Yefimov, Master of Banking, with over 20 years of professional experience in finance, risk management and corporate governance
• Andrii Haidutskyi, Doctor of Economics, Master’s degree in International Economic Relations (Taras Shevchenko National University of Kyiv) and an MBA specialising in strategy and corporate governance (KDI School, South Korea).

However, according to the NACP register, all members have submitted declarations, with the exception of Hanna Montavon and Bjørn Kaare Jensen.

As of today, no one in this criminal proceeding has been publicly notified of any suspicion.

NikVesti contacted the chair of the supervisory board, Anna Montavon, requesting a comment on the situation. The publication will publish her position as soon as a response is received.

It should be noted that «Mykolaivvodokanal» is the first municipal enterprise to have a supervisory board. Its composition was approved by the council of deputies in May 2025.

Recently, the utility company officially approached the National Agency for the Prevention of Corruption with a request to conduct an unscheduled inspection.
