Sienkevych stated that driver's licences can be issued at the Administrative Service Centres in Mykolaiv

Mykolaiv Mayor Oleksandr Sienkevych stated that the city's Administrative Service Centres will be able to provide services for issuing driver's licences if «there is such a need.»

He said this in a comment to NikVesti.

As is well known, the building of the Ministry of Internal Affairs service centre in Mykolaiv is not equipped for people with disabilities. The regional service centre of the Ministry of Internal Affairs told us that this is currently impossible because the building is over 50 years old.

In turn, Nina Khmelevska, chief specialist of the communications sector of the regional service centre of the State Service Centre of the Ministry of Internal Affairs in Odesa, Mykolaiv and Kherson regions, said that people with disabilities can take exams at any service centre in Ukraine, including in Novyi Buh, where the premises are adapted to barrier-free requirements.

«We can issue certificates at the Administrative Services Centre. All our Administrative Services Centres are ready to provide the opportunity to work with driver's licences to anyone who wishes to do so, if necessary. If the service centre of the MIA wishes, we can provide the opportunity to place their representative there. Yes, in fact, in Mykolaiv today, a large number of buildings and structures are not accessible. This requires a lot of money and a lot of time. But today there is a centre for the provision of administrative services, which is in fact a place where all kinds of services are provided. And we can provide representatives of various organisations and structures with the opportunity to work there by official agreement. There are workplaces there, and a representative of the MIA can be seated there,» said Oleksandr Sienkevych.

We would like to add that people in wheelchairs cannot take the theory test in Mykolaiv due to the lack of barrier-free access to the second floor of the MIA service centre, where the test is conducted.

«You know, everything can be moved to the third floor. The main thing is the desire. If there is a desire, you can always come up with something: install a ramp, which does not require large funds, move the theory room to the first floor, and move the employees to the second,» concluded Oleksandr Sienkevych.

It should be noted that in 2025, 24,816 driving licences were issued to residents of the Mykolaiv region. Of the total number, 9,684 licences were issued to Mykolaiv residents for the first time — after passing theoretical and practical exams. Another 15,130 licences were obtained through exchange or renewal of lost or damaged documents.

In the Mykolaiv region, women who have suffered as a result of the war are taught to drive free of charge. Thirty women are learning to drive cars, and another ten are learning to drive tractors.

According to Olena Pashchenko, head of the Desiate Kvitnia (Tenth of April) public organisation project, women who have suffered as a result of the war or find themselves in difficult life circumstances can participate in the programme. In particular, these are women with disabilities and from large families.
