Russia has forcibly mobilised 46,327 Ukrainians from the temporarily occupied territories.

This was reported by the Secretary of the Coordination Headquarters for the Treatment of Prisoners of War Dmytro Usov during the Third International Conference Crimea Global, according to «Ukrinform».

«We have found that 46,327 of our citizens have been forcibly mobilised from the occupied territories, including the annexed Crimea. These people are forced to fight against Ukraine», said Dmytro Usov.

According to the Coordination Centre, between February 2022 and July 2025, the Russians mobilised

• in Donetsk region — 5,368 Ukrainians;

• in Luhansk region — 4,650;

• in Zaporizhzhia — 560;

• in Kherson — 478;

• in Crimea — 35,272;

• in Sevastopol — another 5,368 people.

This information was obtained by Ukrainian military intelligence and confirmed by the Russian side.

Dmytro Usov also said that 16% of Russian prisoners currently held in Ukrainian camps are Ukrainian citizens. Of these, 6% are residents of Crimea.

According to him, legislative changes are planned to be submitted to the Verkhovna Rada in the near future, which will provide for the non-return of Ukrainians from the temporarily occupied territories to Russia during exchanges.

«We have to make a balanced decision when we receive requests from Russia for their exchange, because it is actually an exchange of Ukrainians for Ukrainians. We must do everything possible to ensure that these people do not return to Russia but stay in Ukraine», he stressed.

Usov added that the courts have already acquitted some of the Ukrainians held captive in Ukraine.

«And we are waiting for them to be released from the camps», said the Secretary of the Coordination Centre.

As a reminder, after Ukrainians aged 18 to 22 were allowed to travel abroad, Polish border guards have recorded a significant increase in the number of young Ukrainians crossing the border with Poland.
