Four councillors ask Sienkevych to intervene in the situation with Mykolaiv's budget for 2026 due to violation of procedure

Four members of the Mykolaiv City Council appealed to Mayor Oleksandr Sienkevych to intervene in the situation around the preparation of the 2026 budget for Mykolaiv. In their opinion, the procedure for the formation and consideration of the city's main financial document was violated.

This is stated in an appeal dated 26 December, signed by deputies Artem Iliuk, Oleksandr Medvedev, Serhii Kantor and Tetiana Dombrovska.

The document notes that there are discrepancies in the indicators and amounts of funding between the reports of the main spending units and utilities on protected and necessary expenditures for 2026 and the draft decision «On the Budget of the Mykolaiv City Territorial Community for 2026».

The deputies also draw attention to the fact that the director of the Finance Department of the Mykolaiv City Council was not involved in the budget consideration. They consider this to be a violation of the Budget Code of Ukraine, as it is the head of the local financial authority who decides on the inclusion of budget requests in the proposals of the draft local budget.

The appeal also notes that the late adoption of the budget is a violation of current legislation.

Earlier, the mayor of Mykolaiv, Oleksandr Sienkevych, said that he planned to appeal to the President, the government and the Ministry of Finance for additional state support for the city. According to him, Mykolaiv's budget for 2026 is critically limited and the city will not be able to perform basic functions without government assistance.
