Mykolaiv parks ask permission to borrow ₴43 million to buy cleaning machines

The municipal enterprise «Mykolaiv Parks» wants to take out another loan to purchase four new city cleaning machines. Last year, the company already purchased four vehicles in the same way.

The relevant draft decision is posted on the website of the Mykolaiv City Council, according to NikVesti.

The utility company plans to take out a loan under the government programme «Available loans 5-7-9%» for up to 45.1 million hryvnias. The company will use these funds to purchase four specialised vehicles for winter and summer street and park cleaning.

Last year, «Mykolaiv Parks» already took out a loan under this programme and purchased four similar machines. Now the equipment will be replenished with four more units to increase the efficiency of cleaning in the city.

«This is a new loan, and we plan to purchase four additional sweepers for sweeping the city streets and winter cleaning. The special vehicles that were purchased under the previous loan have been working on the city streets for a long time,» said Dmytro Chuchmai, director of the utility «Mykolaiv Parks», in a comment to NikVesti.

The loan will be issued for up to 3 years. The base interest rate is UIRD (3m) + 4% per annum, the compensation rate is 1% per annum in the first five years and 5% starting from the sixth year. The EGHOLM multifunctional machines will be purchased with a filtration system and brushes, as well as seven pieces of attachments: one hydraulic steel weed brush, two snow brushes, two disc sand and salt spreaders and two universal dump truck trailers.

Up to 40% of the cost will be paid in advance at the expense of grants from the Danish Export Investment Fund. The loan will be secured by the purchased equipment, which will be insured by accredited insurance companies.

It should be noted that the city budget is expected to be redistributed at the session of the Mykolaiv City Council scheduled for 27 November. When asked whether the company had applied to the city council for additional funding, in particular to pay salaries, the director of the utility said that they had no such problem.

«We have not addressed the executive committee with this issue. We have the money to pay salaries. We don't have any problems with this, maybe other enterprises do, I don't know,» said Dmytro Chuchmai.

How does the municipal enterprise «Mykolaiv Parks» work?

Funding for the municipal enterprise «Mykolaiv Parks» has increased significantly over the past five years — from 8.6 million hryvnias in 2020 to 167.2 million hryvnias in 2023. This year's budget of the enterprise is 144 million hryvnias, which is slightly less than in the previous year.

At the same time, as of August 2024, the utility employs 262 staff members. This is a six-fold increase compared to 2021, when the figure was 39 people. However, the company needs about 400 more staff members, said director Dmytro Chuchmai.

In July 2024, NikVesti published a video of utility workers mowing «dust in the centre of Mykolaiv in 40-degree heat. Afterwards, the municipal enterprise «Mykolaiv Parks» responded to this publication. They explained that on Soborna Street, workers used a trimmer to rake leaves and mow grass if it came across.

The total value of the company's vehicle fleet is estimated at 35 million hryvnias.
