Dismantling of part of destroyed house on Krylova Street in Mykolaiv can be done by UNDP — Housing and Communal Services

The cost of dismantling the building at 54 Krylova Street in Mykolaiv, which was destroyed by a Russian strike, has risen from UAH 5 million to 25 million over two years. Now, the United Nations Development Programme (UNDP) can partially dismantle the building.

This was announced during a briefing by Ihor Nabatov and Artem Sapozhnyk, deputy directors of the Mykolaiv Housing and Communal Services Department, according to NikVesti.

The housing and communal services department noted that they had repeatedly held meetings with the residents of the house, but they refused to dismantle it, insisting that it was possible to restore the house. During this time, the cost of the work increased from 5 to 25 million hryvnias.

«The house is directly related to the fact that it was damaged as a result of enemy shelling, so according to the dismantling procedure and the law on urban development, we needed to obtain this consent. And without the residents' consent, we could not move forward. As of today, dismantling, even according to the latest technical report, up to the seventh floor, will cost 25 million. This is just to understand that we had the opportunity and could actually do it. That's why this building is still in limbo,» said Artem Sapozhnyk.

Ihor Nabatov added that the final third technical report made it possible for all residents to receive housing certificates under the «eRestoration programme». It should be noted that the third expertise recommended demolishing 8-10 floors of the seventh entrance.

Therefore, the department is currently preparing for another demolition attempt together with UNDP.

«We have attempt number three. In cooperation with the UNDP, we have signed the third contract for the city of Mykolaiv and Mykolaiv region. This address is there again. Why again? Because the first two times, the contractor refused to carry out dismantling work due to the fact that he had given a quote under his contract with UNDP for this work as a whole, without partial dismantling. Partial dismantling is more expensive because you need to use additional equipment that will make it possible not to destroy the part that remains. When we started working with the UIA and the UNDP on the content for the third contract, the UNDP finally made it possible to identify the facilities for full dismantling and partial dismantling separately. And as far as we know, 54 Krylova Street is probably the first object they plan to implement under this contract,» added Ihor Nabatov.

The destroyed building at 54 Krylova Street

An enemy attack on the building at 54 Krylova Street took place in September 2022. The building was hit with S-300 missiles.

It became known in mid-October 2023 that the owners of the apartments at 54 Krylova refused to dismantle part of the dilapidated building. At the time, the city council's Department of Housing and Communal Services said they did not know how to solve the problem.

Later, the mayor of Mykolaiv, Oleksandr Sienkevych, explained that the fear of local residents was due to the fact that their land plots could become the object of construction of mansions. At the same time, the director of the Department of Housing and Communal Services, Dmytro Bezdolnyi, said that if the locals continue to refuse to dismantle the building, they will have minimal chances of restoring it in the future.

In November 2023, the residents of the apartment block ordered an independent examination of the building, which was half-destroyed by hostile shelling, which concluded that the building could be restored.

The Department of Housing and Communal Services commissioned a third expert assessment to determine whether the destroyed entrance to the apartment block at 54 Krylova Street could be restored.
