Mykolaiv region reveals alleged overpayment of more than ₴6 million in a tender for the construction of a shelter

The village of Oleksandrivka, Mykolaiv region, has selected a contractor to build a shelter for its lyceum. The cost of the work was estimated at 43.7 million hryvnias, but analysts found a possible overpayment of 6.6 million hryvnias for construction materials.

This was reported by DOZORRO analysts.

It is noted that the winner of the tender was LLC «First Ukrainian Construction». The company offered to perform works for 43.7 million hryvnias as part of a procurement conducted by the Department of Education, Culture, Youth and Sports of the Oleksandrivka Village Council.

According to analysts, the company may have supplied some construction materials at inflated prices. The probable overpayment is 6.6 million hryvnias, which is 21% of the cost of the materials. The most likely overpayment is for Class A-II rebar (20 millimetres in diameter), which the company included in the estimate at 49,609.99 hryvnias per tonne, which is 40-60% more than the market value. The overpayment on this item alone could reach 3.6 million hryvnias.

The cost of B25 (M350) concrete was also found to be overestimated, as it was included in the estimate at a price of almost 6,000 hryvnias per cubic metre. Market prices for concrete of this grade range from 3,300 to 4,000 hryvnias per cubic metre. The probable overpayment is about 1.5 million hryvnias.

The price of the contract is dynamic — it can be changed in the course of the work. DOZORRO analysts sent an official appeal to the contracting authority with calculations and a request to reconsider the contract price.

The analysts added that the construction of the shelter for the Taras Shevchenko Lyceum at 244 Colonel Podzihun Street has been underway since 2023. The company «First Ukrainian Construction» has already signed several contracts for this facility. Previous estimates also revealed overpricing of rebar, concrete, blocks and other construction materials.

Similar cases have already been recorded in relation to this company. In 2024-2025, analysts identified similar alleged overpayments during tenders for the construction of protective structures at the lyceum in Prybuzke village and lyceum No. 4 in Pivdenoukrainsk.

Limited Liability Company «First Ukrainian Construction» was registered in Kyiv in 2022. In two years, the company has received government contracts totalling over 228 million hryvnias, mainly for the construction of shelters in educational institutions.

As a reminder, investigators are investigating the possible embezzlement of budget funds for the overhaul of a school and a radiation shelter in the village of Stepkivka in Mykolaiv region.
