Mykolaiv to receive over ₴150 million for design of renovation of destroyed high-rise buildings

Mykolaiv will receive 150.3 million hryvnias from the state budget to develop projects to repair high-rise buildings damaged by the war.

The relevant changes were approved by the Cabinet of Ministers of Ukraine.

The funds have been allocated under the «Housing Opportunities for People's Empowerment (HOPE)» project, which is being implemented with the support of the World Bank's Multi-Donor Trust Fund.

The project is aimed at restoring the housing stock in the five most affected communities. In the first phase, the Government has allocated 540 million hryvnias to the following cities: Mykolaiv, Bucha, Makariv, Izium and Zaporizhzhia.

In Mykolaiv, the programme includes 54 apartment buildings grouped into 21 clusters — they will be the first to receive project documentation for further repairs.

The buildings were selected through the DREAM digital system using the Suitability Tool from City Planning Labs. This made it possible to select objects with similar types of damage for effective planning of repair work. In total, 194 houses in five communities are being designed as part of the HOPE project.

The Ministry of Reconstruction is the main subvention manager, and specific implementers will be determined by local authorities.

It is envisaged that the subvention funds can be directed both to a special account of the Ministry of Recovery opened at «Ukreximbank» and directly to contractors to pay for goods, works and services. The use of the funds must comply with the terms of the grant agreement, the project's operational manual, as well as the concluded contracts and agreements on the irrevocable transfer of funds.

The local authorities that receive funding will report to the main spending unit on a monthly basis on the use of funds. Control over the targeted use of the subvention will be carried out in accordance with the current legislation.

The project does not involve direct repairs — at this stage, it is about developing design and estimate documentation, without which it is impossible to start a full-fledged restoration.

As a reminder, the implementation of the state programme «eVidnovlennia» is underway in Mykolaiv. As of May 2025, more than 116 million hryvnias has been paid to residents for damaged housing.
