No plans to rebuild residential buildings destroyed by war in Mykolaiv

There are currently no plans to rebuild residential buildings in Mykolaiv that were destroyed by Russian shelling.

This was stated by the director of the Department of Housing and Communal Services, Dmytro Bezdolnyi, during a briefing on 17 January, NikVesti writes.

According to Bezdolnyi, the city currently has no financial resources to restore such buildings. The main reason is the withdrawal of a part of the personal income tax (PIT), which significantly reduces budget revenues.

«There are currently no plans to rebuild the buildings that were destroyed by Russian shelling. Unfortunately, with the withdrawal of personal income tax, we don't have enough money to repair them, let alone build new ones. In addition, in fact, people receive certificates for which they can buy other housing. Therefore, I do not see a critical problem here — many people have already taken advantage of this opportunity and have new housing,» said Dmytro Bezdolnyi.

The deputy head of the Housing and Communal Services department said that in cases where technical reports indicate significant damage to buildings or their economic inexpediency for restoration, the city authorities focus on providing residents with compensation certificates.

«A striking example is the building at 54 Krylova Street. Initially, the technical report allowed the issuance of certificates only for residents of the top three floors. However, after an additional report was commissioned by the Department of Housing and Communal Services from the Kyiv Design Institute, it became possible for residents of the entire seventh floor to apply for certificates. This gave them a legal basis for resolving their housing issue,» he stressed.

Artem Sapozhnyk, Deputy Director of the Housing and Communal Services Department, noted that in 2024, a significant part of the work on current and major repairs of damaged buildings was completed.

«We have repaired 22 residential buildings with current repairs, including replacement of windows, installation of ramps, and repair of utilities. As for the roofs, 29 roofs were repaired. As part of the overhaul, we repaired 5 houses with significant damage to structural elements. In addition, last year we started work on 5 more houses — we conducted procurement, signed contracts with contractors, and we plan to complete these works in 2025,» said Artem Sapozhnyk.
